Q:

Why is it that the leveller schedules tasks with higher priority numbers before those with lower numbers?

A:

When TaskMaster levels, it looks at every task and notes the tasks that overload assigned resources. It then introduces delays in all those tasks. TaskMaster chooses which tasks to delay based on two criteria: which tasks starts earlier, and any values you may have set in the task's Priority cell (lowest number=highest priority.)

Avoid setting fixed Constraint Dates to resolve conflicting tasks. The leveller won't be of much use if too many dates are nailed down. The more of these you set, the less flexible the model of your project becomes.
