Q:

Why doesn't the timestamp on the .diagram2 file show the original creation date, rather than the last modification date for things inside of it?

A:

The timestamp does not get updated unless you have links in the file (at least this is one of the cases where it will update the timestamp).

If just the files in the wrapper are replaced with the same name as before (as when you do a simple save on a file) then the timestamp will not be affected. If files are actually added or deleted (the case when you have a link, the NXLinkData.linkdb file is removed then created again) then the timestamp is update. This was fixed in 2.1.
