Q:

Why can't I rotate a line with the rotation wheel on the Inspector?

A:

The rotation control applies to the label of a selected line, not to the line itself. The effect of "rotating" a line (changing its slope) may be achieved by moving either endpoint of the line. If you really want to use the rotation control to change the slope of a line which isn't connected to any symbols, you can always select the line along with its endpoints and choose the Group command from the Arrange menu. This will "group" the line with itself, thus allowing it to be rotated as if it were a symbol with rectangular bounds. The only caveat here is that you should probably Ungroup the line when you're done, if you want to use any other commands which act on lines (like labels, or line styles).
