Q:

Having a small monitor, I find it annoying that the Inspector panel should always be on top of everything else, including the main window. Is there a reason for that?

A:

The Inspector Panel is what the NEXTSTEP UI Guidelines calls a "floating panel." Another good example is the Tools Panel in /NextDeveloper/Demos/Draw.app, which always floats on top of the main windows.

More often than not, it's important that the panel remain visible while the user works in on the diagram. The panel gives information relevant to the user's actions in the window.
